Permanent Resident Card

Permanent Resident Cards will be required for all Permanent Residents to re-enter Canada following international travels as of December 31, 2003.

The Permanent Resident (PR) card is a wallet-sized, plastic card that replaces the paper IMM 1000 Recording of Landing Documents.  The PR card will be the proof of status document required by Permanent residents seeking to re-enter Canada on a commercial carrier (airplane, boat, train or bus).

Anyone without their valid Permanent Resident Card, and who are travelling on  a non-visa-exempt passport, will not be permitted to board an aircraft coming back into Canada.  They will be required to contact the nearest Canadian embassy or consulate to obtain a temporary document for a fee of $50.00, and will have to return home at their own expense.

Airlines cannot deny boarding in Canada to travellers who do not have this document, as it is officially required only for their return into Canada.  If the passenger still chooses to travel, during their holiday they will have to contact the nearest Canadian embassy or consulate to arrange for the temporary document - which cannot be guaranteed.  If they are denied boarding for their homeward flight any resulting expenses will be their own responsibility.
